KOTA KINABALU, March 5, 2018: Gabungan Sabah launched its 14th General Election (GE14) manifesto here, Sunday, indicating its firm commitment to uphold the principles of Sabah’s participation in the formation of an equitable Malaysia.
The manifesto, launched by Gabungan Sabah Chairman Datuk Mohd Noor Mansoor, aims to establish a fully autonomous State Government by administering core policies and programmes in Sabah for the prosperity of the people.
Among the main points were full autonomy for Sabah as per Malaysia Agreement 1963, IGC Report and 20 Points, one federation with two systems, land reform and native customary right (NCR), review of the oil and gas rights, Borneonisation, women empowerment, youth opportunities, social reforms, returning Labuan to Sabah and resolving the Sabah claim by the Philippines.
Gabungan Sabah comprises Parti Solidariti Tanahairku (Star), Sabah Progressive Party (SAPP), Harapan Rakyat and Parti Perpaduan Rakyat Sabah (PPRS).
Star President Datuk Datuk Dr Jeffrey Kitingan said it is important for the people to learn more about Sabah rights as “nearly 90 per cent of our rights are yet to be implemented.”
“Our rights in the Federal Constitution – even though we may not know all of them but there are certain matters in the Constitution that we should be aware about and claim, otherwise, we are on the losing end.
“These rights were not implemented as they are afraid that we will be autonomous and no longer dependent on Malaya.
“Our political right was also given to outsiders…it is no longer in our hands,” he said at the Gabungan Sabah national convention, here, Sunday.
Jeffry also claimed that the Government tends to use fear tactic on the people.
“Malaya uses Philippines and Indonesia as Veapons* to scare us. What do we get from it? We incur losses in terms of financial,politics and security, among others. We should not live our whole lives suffering losses. The solution – we must claim our rights by winning the coming election.”
SAPP President Datuk Se^ri Yong Teck Lee said there should be no excuse for Barisan Nasional (BN) to resolve issues pertaining to Sabah rights. Citing the Sabah claim by the Philippines, Yong said such claim is a hopeless case.
However, he said, BN resorted to using the claim as part of its scare tactics.
“Malaysia Agreement 1963 is very important for Sabah as the Agreement, and the United Nations, process leading to the formation of Malaysia, had conferred on Sabahans the sovereignty of Sabah.”
Residency System, says Lajim
“Who does Sabah belong to? Sabah belongs to Sabahans and nobody else, but some quarters want to make Sabahans afraid – for example, by saying *if you secede from Malaysia, you will be taken by the Philippines.’
“l have read the Philippines Constitution and there is a map of the country in it, and Sabah is not part of the map.
“During the Sipadan case, the International Court of Justice, in 2001, threw out the Philippine case as it has no legal right.
“However, Kuala Lumpur thinks otherwise,” he said.
Harapan Rakyat President Datuk Seri La}im Ukin said Gabungan Sabah will revert to the Residency System in Sabah if the coalition is given the mandate to rule the State.
“Apart from Sarawak, among foreign countries which implement the same system are China, Thailand, and Indonesia,” he said.
“The division of residencies has been planned and will be scrutinised once Gabungan Sabah win the 14th General Election and form the government.”
The residencies are Gaya, Marudu, Kinabalu, Kinabatangan, Segama, Trusmadi and Padas with Labuan being the eight residency when it is returned to Sabah.
“The establishment of the Residency System will bring many benefits. Among them are the creation of more employment opportunities, the facilitation of approval processes, aid distribution for the people will be more comprehensive and fair, as well as encourages a healthy competition among residencies to generate their own revenues,” he said.
PPRS President Datuk Mohd Arshad Abdul Mualap said the attendance of more than 3,000 supporters at the convention was a testimony that “Sabahans want change.”
“What I want to stress is that it is time for our political power to be returned and to return Umno to Malaya.
“If you want a secured future, then we must make sure that Umno will fall in the coming election.
“Do not stop at filling up the hall with Gabungan Sabah supporters but we should work hard to go to the ground and enhance public awareness.

Gabungan Sabah ‘no’ to Malaya friendly parties
KOTA KINABALU: Gabungan Sabah will not work with any political parties that are Malaya party-friendly, said its chairman, Datuk Mohd Noor Mansur.
Mohd Noor confessed that he tries to absorb in more locally based parties to free Sabah from the Barisan Nasional government in the 14th general election.
However, holding strongly onto Gabungan’s stance to reject any form of further Malaya colonization in Sabah, he stressed that working with parties that are Peninsular-based will never
happen in the coalition.
“We don’t want to be involved with any political parties having connections with Malaya parties.Out of the question,” he said.
Mohd Noor said one of the parties that he had an unofficial talk with was Parti Warisan Sabah.
He noted that there is still time to come to an agreement with Warisan but said that the party has not shown any encouraging signs thus far.
”They feel maybe they are stronger than us because they are able to muster about 30,000 to 40,000 people.
“There is no official discussion because they feel they are stronger than us. They do not want to talk to us, never mind, and what more to get involved with a Malaya
party, then for us they are out. We know that Warisan is a proxy of Dr Mahathir, everybody knows,” he said.
When it comes to the seat division among the coalition’s Sabah Progressive Party (SAPP),Parti Harapan Rakyat, Parti Solidariti Tanah Airku (STAR) and Parti Perpaduan Rakyat
Sabah (PPRS), the chairman said Gabungan will contest for all the seats and negotiations over 90% of the total seats have been settled.
“Whether it be 60 or 73, we have already settled it. Now we still have many more days. We do not know when is the election, we will try to cover all the rest,” he said.
Mohd Noor said distribution is done on a consensus basis, taking into account which party and candidate would bring a win.
“There are a lot of trust among us, a lot of give and take policy among us. That is the beauty of this Gabungan,” he pointed out.
Although he would not confirm whether STAR president Datuk Dr Jeffrey Kitingan, SAPP president Datuk Yong Teck Lee, Harapan Rakyat president Datuk Seri Panglima Lajin Ukin
and PPRS president Dato Mohd Arshad Abdul Mualap would contest, Mohd Noor confirmed that more young and women candidates will be fielded for GEM.
He said this during a press conference held at the Gabungan Sabah National Convention and Manifesto launch at Hakka Hall here yesterday.
Mohd Noor said Gabungan Sabah GEM Manifesto consists of 15 core points, including ‘Equal Partner and Full Autonomy’ to restore Sabah’s status as an equal partner to Sarawak and Malaya in the Federation of Malaysia, ‘1 Federation 2-Systems’ so Sabah would have its own system of governance and policies, and ’Bangsa Sabah and Sabah 1C’ to establish the Bangsa Sabah, reissue Sabah ICs to genuine Malaysians and change the state Bumiputera’s status to Native of Sabah or Anak Negeri Sabah.
Gabungan Sabah also plans to resolve the Philippines claim over Sabah including conducting programs in Malaysia and other countries to correct Sabah’s historical data, claim Sabah’s
specified revenues, grants and revenue rights as enshrined in the Federal Constitution, reclaim Sabah’s rights from the oil and gas industry whilst establishing a Sabah Petroleum Council and Petrosabah Wealth Fund, elevate the status of the Native Court in terms of institution and jurisdiction to the Civil and Syariah Court equivalent and set up a land commission and land tribunal.

Gabungan Sabah launches new manifesto
KOTA KINABALU: Local based opposition coalition Gabungan Sabah flexed its muscles as the four-party coalition launched its election manifesto in the presence of some 5,000 members.
The alliance launched a 15-point manifesto that promises to restore Sabah as an equal partner in the federation, issue Sabah ICs to genuine Sabahans, resolve Sabah claims, reclaim oil and gas rights and elevate the status of native courts.
The coalition, which has been overshadowed by Datuk Seri Mohd Shafie Apdal’s Parti Warisan Sabah said on Sunday (March 4) that they are set to give a strong challenge to Parti Warisan Sabah as they compete to be the main opposition to take on Barisan Nasional.
Gabungan chairman Datuk Seri Mohd Noor Mansor told reporters that they do not consider themselves as the main opposition in Sabah but they were confident that they would pose a “strong challenge” in the coming election.
On the possibility of electoral seat arrangements with Warisan, he said that there have been unofficial talks but added that Warisan felt that they were stronger.

“We leave it at that,” he said, adding that they would talk to any Sabah-based party with no links to peninsular Malaysia based parties.
“We want to work with purely Sabah-based parties. Warisan is a proxy of the national Pakatan Harapan chairman Tun Dr Mahathir Mohamad,” he said.
The four-party Gabungan is also known as United Sabah Alliance (USA).
It is made up of Sabah STAR led by Bingkor assemblyman Datuk Dr Jeffrey Kitingan, Harapan Rakyat led by Klias assemblyman Datuk Seri Lajim Ukin, Sabah Progressive Party (SAPP) led by former chief minister Datuk Yong Teck Lee and Parti Perpaduan Rakyat Sabah (PPRS) led by Mohd Arshad Abdul Maulap.
Mohd Noor said that the coalition has settled 90% of seat allocations for the currently-60 state seats and also the 26 Parliament seats.
“We are fielding more young people and women,” he said.
Three of its party leaders –Dr Jeffrey, Lajim and Arshad – confirmed that they would be contesting while Yong said he would announce his decision later.
